Celtic Reveals Apartment Plan for WA’s Scarborough Beach

Perth developer Celtic Capital Properties has filed plans for a seven-storey apartment building on the West Coast Highway at Scarborough in Perth’s northern beaches.
Designed by Hillam Architects, the building would be a 250m walk across the highway to the landmark Rendezvous Scarborough beachfront hotel originally developed by Alan Bond in 1986 to accommodate visitors for the 1987 America’s Cup defence.
If approved by Western Australia’s outer metro development assessment panel, the developer intends to proceed direct to detailed design and file a building permit with the City of Stirling by July.
The project is planned for a 1045sq m block and includes 18 apartments, a basement car park with 29 bays and 11 car bays at ground level.
The development application said the building’s architecture “draws on the beachside themes and natural characteristics typically found” at Scarborough.
“The four-level podium anchors the building to a steeply sloping site without imposing on the street whilst the curved and recessed walls of the ground floor lobby are inviting, providing prominence to the entry which can be accessed along a gentle open ramp or more directly via the formal front steps,” the DA said.
“The upper levels consist of a dynamic envelope, defined by generous sweeping balconies and a combination of glazed and solid elements, working together to emphasise the two distinct elements comprising the tower whilst reducing the appearance of bulk to the overall form.”

A two-storey apartment building that Celtic says is at the end of its useful life would be demolished to make way for the project.
Public comment on the project is due to close on May 23. Celtic was contacted for comment for this story.
